Council of Trades#
The Council of Trades is the governing body of Bridgeport — a assembly of merchant representatives whose authority derives from commerce rather than birthright. In Bridgeport, coin is power, and the Council is where that power is formally organized.
The Council manages the city’s laws, its markets, its harbor fees, and its relationships with the Crown and neighboring settlements. It is not a democracy in any simple sense — representation on the Council is tied to trade volume and guild membership — but it is at least predictable, which counts for a great deal in a city like Bridgeport.
Leadership#
The Council is presided over by the High Convenor, currently Seraphina Velcross — a sharp, composed woman with a reputation for finding compromises that leave everyone slightly dissatisfied, which in Bridgeport politics counts as a success.
The Crown’s Role#
Bridgeport’s status as a freehold means the Council governs independently in most matters. However, the Crown maintains a garrison at Fort Royal under Colonel Alastair Thorneveil, and certain matters — particularly those involving trade disputes with Crown territories or questions of military security — fall outside the Council’s sole authority.
The relationship between the Council and the garrison is professionally cordial and privately complicated. Both parties prefer it that way.
Dealing with the Council#
For most residents of Bridgeport, the Council is a distant abstraction — something that sets the harbor fees and occasionally posts new ordinances. For merchants, guild members, and anyone with significant business interests in the city, however, Council relationships are everything.
Those seeking official sanction for unusual activities, letters of passage, or resolution of significant disputes will eventually find themselves needing Council attention. Getting that attention is rarely simple.
